Adapts gender-responsive budgeting reforms for Kazakhstan by developing legal, regulatory and methodological instruments, consulting national stakeholders and supporting legislative review, training and parliamentary dialogue to embed gender equality in public-finance planning.

Summary of Responsibilities

  • Conduct gender analysis of ministry development-plan indicators and recommend gender-responsive indicators
  • Draft legal and regulatory amendments for gender-responsive budgeting
  • Prepare the legislative package for submission to the Kurultay and relevant authorities
  • Facilitate consultations, coordination meetings and legislative review with government stakeholders
  • Prepare documentation for a specialised GRB advisory and capacity-building mechanism
  • Support the GRB round table through presentations, briefing materials and responses to comments
  • Prepare a final synthesis report on activities, recommendations and legislative submissions

Role Requirements

  • University degree in economics, finance, public-finance management, social policy, gender studies or public administration
  • At least five years of experience in gender-responsive budgeting
  • Experience reviewing or drafting legislation on gender-responsive budgeting or gender equality
  • Experience in public-finance management, strategic planning and gender-equality mainstreaming
  • Experience working with UN agencies and government authorities
  • Experience delivering GRB training for government agencies
  • Excellent written and spoken Russian

  • Working knowledge of English

  • Remote consultancy with travel to Astana for training and meetings
  • Travel expenses are included in the contract sum
  • Final report must be submitted in Russian
