National Expert on Gender-Responsive Budgeting (GRB)

Strengthens gender-responsive budgeting across Bosnia and Herzegovina by training finance and line ministries and providing continuing technical advice. The consultancy develops curricula, indicators and practical support that embed gender analysis in public planning, expenditure and accountability.

Department: Governance and Leadership Programme

• Develop the consultancy workplan, methodology, timeline and measurable indicators
• Adapt introductory and advanced gender-responsive-budgeting curricula for government audiences
• Prepare presentations, case studies, exercises and logistical materials for four training sessions
• Deliver and evaluate basic and advanced training in Mostar and Banja Luka
• Advise finance and line ministries on integrating gender into budget processes and public expenditure
• Provide bi-weekly progress updates and participate in follow-up meetings with UN Women
• Document training results, technical support, achievements, challenges and recommendations

• Master’s degree in economics, public finance, social sciences or another relevant field, or a first-level university degree with two additional years of qualifying experience
• At least five years of relevant experience in gender equality, public financial management, public-sector reform or related areas
• Technical expertise in government public-finance policies, budget processes, gender analysis and gender-responsive-budgeting methods, evidenced by at least four similar training assignments
• At least five years of experience designing and delivering training or facilitated learning for adult audiences
• Fluency in Bosnian, Croatian or Serbian and English

• Home-based 26-working-day consultancy with separately funded travel to Mostar and Banja Luka
• Consultant reports to the Governance and Leadership Programme Coordination Specialist
