Job Description
This international consultant will develop an evidence-based Investment Case and phased roadmap for a State Child Guarantee in Uzbekistan. The assignment will map and cost existing benefits and services, assess coverage, quality and expenditure, model reform scenarios and fiscal requirements, and support policy dialogue on integrated social protection that reduces child poverty and deprivation.

Summary of Responsibilities
- Map and cost existing child-sensitive benefits and services
- Assess coverage, adequacy, accessibility, quality, effectiveness and public expenditure
- Estimate the economic and social costs of maintaining gaps in child support
- Develop and compare reform scenarios integrating benefits and services
- Assess fiscal requirements and expected effects on monetary and multidimensional child poverty
- Analyse cost-effectiveness, financing options, fiscal space and implementation requirements
- Develop an Investment Case and phased roadmap for government decisions
- Facilitate stakeholder consultations, technical validation, policy dialogue, capacity building and knowledge transfer
Role Requirements
- Advanced university degree in economics, public finance, public policy, social policy, development studies, statistics or another directly relevant field
- At least 10 years of progressively responsible experience in social protection, public finance, economics, social-sector financing or a closely related field
- Expertise in design, assessment or financing of child-sensitive social-protection programmes
- At least two comparable investment-case or social-sector financing-strategy assignments
- At least one assignment developing a reusable and editable costing, simulation or investment-modelling tool with documentation or user guidance
- Fluency in written and spoken English
Desired Criteria
- PhD in a relevant field
- Knowledge of Russian or Uzbek
- Experience undertaking policy analysis and engaging government counterparts in a low- or middle-income country
- Experience in Uzbekistan, Central Asia or a comparable transition economy
- Experience working with national governments, UN agencies, international financial institutions or other development partners
