Job Description
This home-based international consultancy will help UN Women ECARO operationalize its Social Norms Framework across Europe and Central Asia. The consultant will map programming, analyze approaches through the framework, develop a regional operational plan, tools and recommendations, and present findings that strengthen gender-equality programming, monitoring, learning and technical support.

Summary of Responsibilities
- Map UN Women social-norms programming across Europe and Central Asia
- Review regional and country programmes addressing discriminatory social norms
- Analyze interventions against the Social Norms Framework and identify good practices and gaps
- Develop an operational plan for regional and country programming
- Develop practical tools, programming questions, mapping templates and monitoring approaches
- Assess ECARO technical capacity and recommend strengthening measures
- Identify priority regional action points and roles for country offices and programme presences
- Present findings and the operational plan to ECARO colleagues and incorporate feedback
Role Requirements
- Advanced university degree in gender studies, sociology, social or political sciences or a relevant field
- At least five years of progressively responsible experience in gender equality and women’s empowerment programming, policy development, research or technical advisory services
- Demonstrated experience translating analytical findings into operational guidance, methodologies or practical recommendations for gender-equality programming
- Demonstrated knowledge of social norms theories and approaches for gender-equality programming
- Experience working with UN Women, other UN entities or international development organizations
- Fluency in English
Desired Criteria
- Experience on gender equality and women’s empowerment issues in Eastern Europe and Central Asia is an asset
- Knowledge of another UN official language is an asset
