Job Description

This home-based international consultancy will help UN Women ECARO operationalize its Social Norms Framework across Europe and Central Asia. The consultant will map programming, analyze approaches through the framework, develop a regional operational plan, tools and recommendations, and present findings that strengthen gender-equality programming, monitoring, learning and technical support.

Summary of Responsibilities

  • Map UN Women social-norms programming across Europe and Central Asia
  • Review regional and country programmes addressing discriminatory social norms
  • Analyze interventions against the Social Norms Framework and identify good practices and gaps
  • Develop an operational plan for regional and country programming
  • Develop practical tools, programming questions, mapping templates and monitoring approaches
  • Assess ECARO technical capacity and recommend strengthening measures
  • Identify priority regional action points and roles for country offices and programme presences
  • Present findings and the operational plan to ECARO colleagues and incorporate feedback

Role Requirements

  • Advanced university degree in gender studies, sociology, social or political sciences or a relevant field
  • At least five years of progressively responsible experience in gender equality and women’s empowerment programming, policy development, research or technical advisory services
  • Demonstrated experience translating analytical findings into operational guidance, methodologies or practical recommendations for gender-equality programming
  • Demonstrated knowledge of social norms theories and approaches for gender-equality programming
  • Experience working with UN Women, other UN entities or international development organizations
  • Fluency in English

Desired Criteria

  • Experience on gender equality and women’s empowerment issues in Eastern Europe and Central Asia is an asset
  • Knowledge of another UN official language is an asset
