Human Rights Officer

The Human Rights Officer leads OHCHR’s Kyrgyzstan team and regional civic-space work from Bishkek. The post monitors rights, conducts field verification, analyses evidence and drafts reports and strategic advice. It supports national institutions and civil society, advances advocacy and resource mobilisation, and coordinates country-team work to strengthen accountability and rights protection.

• Monitor implementation of human rights and international humanitarian law and follow up mechanism recommendations
• Collect, document and analyse evidence-based information on civil, cultural, economic, social and political rights
• Conduct field verification missions and early-warning exercises using UN methodology and protection standards
• Draft human rights reports, briefings, communications and analytical papers
• Support national and regional counterparts to strengthen rights institutions, complaints mechanisms and engagement with human-rights mechanisms
• Lead daily team activities and contribute to donor engagement and proposal development

• Advanced university degree in human rights, law, political science, international relations, social sciences, economics, public policy, sustainable development, humanitarian affairs or a related field
• Minimum five years of experience in human rights or related areas
• English and Russian are required

• Capacity-building and training programme design and evaluation
• Ability to mobilise support from partners and stakeholders
