Job Description

WHO seeks an International Consultant in Manila to operate and improve health-data platforms, survey systems and dashboards. The role maintains data and access layers, ingestion pipelines and digital tools; builds the Primary Health Care Maturity Index application; manages AI-assisted analysis safeguards; and delivers technical documentation, training and handover for platform operation.

Summary of Responsibilities

  • Maintain and administer the WPRO Regional Data Platform and Data Explorer, including security, dependency and feature updates
  • Maintain platform data and access layers, regional datasets, interoperability modules and identifier crosswalks
  • Maintain the indicator registry, data-quality layer and data-upload pipeline with staged review and rollback
  • Build the Primary Health Care Maturity Index application and dashboards
  • Train national and WHO country-office staff and document and hand over the application
  • Maintain AI-assisted analysis features, grounded context assembly, prompt configuration, answer caching and governance controls
  • Maintain the online survey system, digital data-collection tools, custom forms, reports and dashboards

Role Requirements

  • Master’s degree in information and technology, computer science, technology management, knowledge management or a related field
  • At least eight years of experience developing and managing information and database systems
  • Experience in full-stack web development
  • Experience developing online survey systems, web-based data-collection tools, custom digital forms, dashboards and reporting tools
  • Advanced written and spoken fluency in English

Desired Criteria

  • Experience in WHO Western Pacific Region countries
  • Experience in WHO survey platforms or other digital data-collection and analytics systems
  • Experience with health-indicator registries, composite indices or analytical health-data platforms
  • Experience with DHIS2
  • Experience with analytical or columnar databases, retrieval or assisted-analysis components, geographic data formats or web-mapping libraries
  • Proficiency in another Western Pacific Region language
