Job Description
Provides high-level technical assistance and strategic support for UNICEF’s global learning-assessment agenda, with emphasis on early and foundational learning. The specialist supports country offices, governments and partners to develop and use assessments that improve policy, planning, financing, school monitoring and instruction, while advancing equitable education reform.

Summary of Responsibilities
- Provide technical assistance on national learning assessment systems
- Support the development and use of assessments for policy, planning, financing and instruction
- Guide work on early and foundational learning assessments
- Contribute to global standards and assessment methodologies
- Build partnerships that advance inclusive and actionable learning assessments
- Support education reform, resource allocation and programming in emergency settings
Role Requirements
- Advanced university degree in Education, Statistics, Economics, Social Science, Psychometrics, Educational Measurement, Learning Measurement or a related field
- At least 8 years of progressively responsible professional experience in education, learning assessment, education monitoring, labour-market monitoring or workforce development
- Proficiency in English
- Expertise in learning assessment, education monitoring, psychometrics, data analysis, reporting, learning measurement and policy dialogue
Desired Criteria
- Experience with national or large-scale learning assessments
- Experience developing early-learning or foundational-learning assessment tools
- Experience with SDG 4.1.1a/b reporting frameworks
- Experience with global or regional assessment programmes
- Familiarity with digital, computer-based or remote assessments
- Understanding of disability-inclusive and gender-responsive assessment
