Job Description

Strengthens compliance, internal controls and accountability across FAO Afghanistan’s humanitarian and resilience operations. The role establishes a Kabul call centre and feedback mechanism, advises management on risk and fiduciary controls, coordinates audit and donor follow-up, leads partner due diligence, and builds local capacity to manage complaints, PSEA, quality assurance and risk.

Summary of Responsibilities

  • Coordinate risk logs, internal-control questionnaires, fraud-prevention plans and compliance dashboards
  • Advise management on risk mitigation and controls under FAO rules and policies
  • Establish compliance processes for partner fiduciary requirements and PSEA
  • Coordinate the Kabul Call Centre and train personnel on rules and standards
  • Develop control checklists and SOPs with programme, operations, finance and logistics teams
  • Follow up on audit management actions, OIG reporting and donor compliance
  • Lead implementing-partner due diligence and strengthen local compliance capacity

Role Requirements

  • Advanced degree in business or public administration, economics or a relevant discipline; Bachelor’s degree holders need two additional years of experience
  • Five years of experience in programming, planning or technical cooperation, including evaluation, audit, compliance and controls
  • Working knowledge of English (level C)

Desired Criteria

  • Second FAO language
