Job Description

UNOPS seeks a home-based specialist to advance Caribbean Overseas Countries and Territories and European Union engagement. The role performs market and EU funding analysis, develops stakeholder networks and value propositions, cultivates EU leads, aligns OCT initiatives with regional frameworks, builds strategic pipelines and designs financing approaches for Caribbean SIDS opportunities.

Summary of Responsibilities

  • Assess socio-economic landscapes in the Dutch-speaking Caribbean and OCTs to identify entry points for UNOPS interventions
  • Gather intelligence on European Union funding cycles and align UNOPS capabilities with EU regional priorities
  • Design and promote service offerings for Caribbean SIDS focused on climate resilience and sustainable infrastructure
  • Cultivate diplomatic, governmental and private-sector relationships across the Caribbean
  • Serve as technical focal point for EU delegations and regional bodies and translate development needs into project proposals
  • Develop briefing notes and concept papers that articulate the UNOPS value offer
  • Lead development and financial-viability review of new business leads aligned with UNOPS mandates
  • Formulate innovative financing strategies including blended finance and multi-partner trust funds for OCT projects

Role Requirements

  • Master’s degree in Business Administration, Public Administration, International Development, Political Science, Communications, International Relations or a relevant field; or a Bachelor's degree with two additional years of relevant experience
  • At least five years of international-development experience developing and executing partnership and programme-development plans, project development and proposal writing, and acquisition of projects
  • Experience working with EU Government and/or Caribbean OCTs
  • Fluent English

Desired Criteria

  • Experience establishing partnerships with UN agencies, governments, foundations, international NGOs or the private sector
  • International-organization, post-disaster or emergency-context experience
