Job Description
NATO’s Science and Technology Organization seeks a Budget Officer in Brussels to manage Office of the Chief Scientist resources through budget planning, execution monitoring, financial reporting and programme coordination, while ensuring compliance with NATO financial frameworks and supporting Chief Scientist and STO stakeholders. The role manages programme funds and advises on budget procedures.

Summary of Responsibilities
- Plan the medium-term and annual OCS budget and conduct in-year reviews
- Draft budget plans and financial-resource planning contributions with required justifications
- Monitor execution, commitments and budget appropriations and propose reprioritisation
- Produce periodic and ad-hoc budget-execution reports
- Manage purchase requisitions and OCS travel, hospitality, programme, training and consultancy credits
- Oversee programmatic budget management and translate the programme of work into budget planning
- Prepare financial correspondence and provide guidance on budgetary procedures and policies
Role Requirements
- At least 5 years of relevant experience in budgeting, financial management, accounting or auditing
- Financial-management expertise in public or private sector environments
- Knowledge of financial grant management for scientific or technology programmes and relevant subsidy mechanisms
- Computer literacy and familiarity with financial-management tools and ERP systems, preferably Oracle
- University degree in accounting, finance, economics, business administration or a related field
- Very good English or French (SLP 4444) and good knowledge of the other official NATO language (SLP 3333)
- Nationality of a NATO member country
Desired Criteria
- Experience producing comprehensive financial statements and reports
- Knowledge of IPSAS or IFRS
- Knowledge of NATO structures, practices, financial regulations and accounting systems
- Project or programme-management experience in international relations or scientific grant management
- Knowledge of other languages
