Armed Forces and Security Delegate

Develops the ICRC’s operational dialogue with armed and security forces to promote international humanitarian and human-rights law and protection objectives. The delegate analyses conflict dynamics, designs prevention programmes, advises operational teams and sustains senior-level external networks.

Department: Armed Forces and Security Programme

• Provide real-time technical analysis of conflict dynamics and other situations of violence
• Design, implement and monitor programmes addressing violations of humanitarian and human-rights law
• Advise delegations on dialogue with armed forces, police and non-state armed groups
• Assess humanitarian implications of the use of force and advise protection representations
• Build substantive relationships with command structures and military or security institutions
• Support integration of humanitarian and human-rights law into doctrine, training and operations
• Train internal teams and support delegation security analysis when requested
• Lead and develop Armed Forces and Security programme advisers and assistants

• Military-academy officer qualification or equivalent senior armed-forces experience, or qualifying senior ICRC experience with military and security forces; alternatively, at least ten years of relevant police or law-enforcement experience including operational and international deployment experience
• At least ten years of professional experience as a senior military or police officer
• Excellent knowledge of the ICRC and its mandate
• Fluent command of English and French
• Computer proficiency

• Tenure for the Armed Forces and Security Delegate role is limited to four years in a given delegation
• The role includes people-management responsibilities
