ICRC seeks an Armed and Security Forces Programme Advisor in Cairo to analyse conflict dynamics, guide humanitarian dialogue with arms carriers, integrate international humanitarian and human-rights law into doctrine and operations, build institutional relationships and lead specialist teams and training.

Responsibilities
- Analyse conflict dynamics and other situations of violence in real time
- Design and monitor programmes addressing violations of humanitarian and human-rights law
- Advise delegations on dialogue with military, police and non-State armed groups
- Assess humanitarian implications of the use of force and protection risks
- Build sustained relationships with armed and security command structures
- Integrate humanitarian law into doctrine, training, education and operational planning
- Lead programme advisers and deliver capacity-building activities for arms carriers
Requirements
- Military-academy officer qualification or substantial senior armed-forces experience, or an equivalent qualifying ICRC background
- At least 10 years of professional experience as a senior military or police officer
- For police profiles, at least five years of operational experience and international deployment
- Fluent English and French
- Computer proficiency
