Job Description
UNODC seeks an international consultant to develop practical guidance for parliamentarians on UNCAC implementation, with a Papua New Guinea focus. The consultant will conduct research and consultations, analyse anti-corruption oversight, develop a toolkit and case studies, and present findings that strengthen parliamentary accountability, audit follow-up and public-finance scrutiny.

Summary of Responsibilities
- Conduct desk research on UNCAC provisions and parliamentary anti-corruption oversight
- Consult parliamentarians, audit institutions, anti-corruption bodies and other stakeholders
- Analyse good practices, challenges and emerging trends in parliamentary oversight
- Draft practical guidance and tools for parliamentarians
- Develop a Papua New Guinea chapter on oversight, accountability and UNCAC implementation
Role Requirements
- Advanced degree in law, governance, public administration, public policy, political science, economics, public financial management, auditing, international relations, anti-corruption studies or related field
- At least 10 years of relevant experience in governance, parliamentary affairs, anti-corruption, public accountability, public financial management, auditing or legislative reform
- Fluency in English with excellent drafting and communication skills
Desired Criteria
- Experience with Supreme Audit Institutions, public-expenditure oversight or accountability institutions
- Experience preparing toolkits, handbooks, guidance notes or capacity-building resources
- Experience with the United Nations system or international organizations
- Experience in Papua New Guinea or the Pacific region
- Knowledge of another United Nations official language
