International Consultant, Search and Rescue Expert

UNODC seeks a Search and Rescue Expert in Beirut to support maritime-security activities in Lebanon. Working with authorities, the consultant will assess coordination arrangements, strengthen the Joint Rescue Coordination Centre, deliver capacity-building for maritime law enforcement, and prepare technical notes and recommendations that improve search-and-rescue coordination and readiness.

• Assess search-and-rescue coordination arrangements and Joint Rescue Coordination Centre needs
• Produce a coordination support plan for national maritime authorities
• Design and deliver trainings, workshops and exercises for maritime law enforcement
• Prepare training materials and reports for each capacity-building activity
• Compile technical notes, briefs and recommendations for donor reporting

• Advanced degree in law, criminology, maritime studies or related field
• At least 7 years of experience in maritime operations, coast guard, navy or search and rescue coordination
• Experience with government counterparts, international organizations or donor-funded projects
• Excellent report-writing skills
• Fluency in English

• Ability to work independently and in a small team
• Experience delivering training and mentoring
• Knowledge of Arabic or French
