Overview
Conduct the independent terminal review of UNEP’s sustainable land management project in Dominica. The consultant develops the review framework, gathers and analyses evidence, consults stakeholders, undertakes a field assessment and delivers findings, ratings, lessons and recommendations for project accountability and learning.

Responsibilities
- Review project documentation and interview project staff during inception
- Develop the review framework, stakeholder matrix and schedule
- Collect and analyse evidence from implementing agencies, partners and stakeholders
- Undertake an approximately seven-day field assessment mission
- Report progress and emerging issues to the task manager
- Prepare preliminary findings, inception and terminal-review reports
- Address review comments and document the treatment of rejected comments
- Maintain participatory stakeholder relationships while preserving review independence
Requirements
- Advanced degree in environmental sciences, international development or a relevant political or social science field, or a first-level degree with two additional years of qualifying experience
- At least seven years of evaluation experience
- Fluency in written and spoken English
