Overview
Conducts the independent final evaluation of a climate-resilience and water-management project serving displaced people and host communities in Jordan and Lebanon. The consultant assesses results and sustainability through evidence review, fieldwork and stakeholder engagement.

Responsibilities
- Prepare an inception report defining the evaluation framework, methodology, stakeholder analysis and workplan
- Assess project relevance, effectiveness, efficiency, sustainability, impact outlook, coherence and equity
- Review project documents, results data, financial management, safeguards and monitoring systems
- Conduct interviews, consultations, focus groups, surveys and field visits in Jordan and Lebanon
- Triangulate evidence and analyse results for displaced people, host communities and municipal institutions
- Present preliminary findings to stakeholders and incorporate validated feedback
- Deliver draft and final evaluation reports with conclusions, lessons and strategic recommendations
Requirements
- Advanced university degree in environmental studies, climate change, water resources, sustainable development or a related field, or a first-level degree with two additional years of qualifying experience
- At least seven years of professional experience evaluating major multidisciplinary projects
- Extensive monitoring and evaluation experience producing credible findings, conclusions and recommendations supported by evidence
- Access to both Jordan and Lebanon and ability to conduct field visits in both countries
- Fluency in spoken and written English and Arabic
