Project Evaluation Consultant

Conducts the independent final evaluation of a climate-resilience and water-management project serving displaced people and host communities in Jordan and Lebanon. The consultant assesses results and sustainability through evidence review, fieldwork and stakeholder engagement.

• Prepare an inception report defining the evaluation framework, methodology, stakeholder analysis and workplan
• Assess project relevance, effectiveness, efficiency, sustainability, impact outlook, coherence and equity
• Review project documents, results data, financial management, safeguards and monitoring systems
• Conduct interviews, consultations, focus groups, surveys and field visits in Jordan and Lebanon
• Triangulate evidence and analyse results for displaced people, host communities and municipal institutions
• Present preliminary findings to stakeholders and incorporate validated feedback
• Deliver draft and final evaluation reports with conclusions, lessons and strategic recommendations

• Advanced university degree in environmental studies, climate change, water resources, sustainable development or a related field, or a first-level degree with two additional years of qualifying experience
• At least seven years of professional experience evaluating major multidisciplinary projects
• Extensive monitoring and evaluation experience producing credible findings, conclusions and recommendations supported by evidence
• Access to both Jordan and Lebanon and ability to conduct field visits in both countries
• Fluency in spoken and written English and Arabic

• Home-based, part-time consultancy for four months
• Field visits in Jordan and Lebanon are required
• Reports to the Head of Programme in coordination with the Regional Project Coordinator
