Public Finance Specialist

Leads UNDP’s technical public-financial-management support, helping governments align fiscal policy, budgeting and public expenditure with sustainable-development goals. The specialist guides country reforms, research and knowledge products, builds coalitions with public and development-finance partners, and strengthens the Public Finance for SDGs portfolio’s evidence, learning and delivery.

• Lead country-level public-financial-management reforms including expenditure reviews and SDG budgeting
• Advise finance, planning and sector ministries on equitable and inclusive public expenditure
• Coordinate public-finance work with other Sustainable Finance Hub portfolios
• Prepare proposals, terms of reference, concept notes, technical reports and reform backstopping
• Lead research and analysis to identify public-financial-management reforms
• Facilitate reform dialogue and coalition building among governments, donors, civil society and private-sector stakeholders
• Produce policy papers, case studies and knowledge products on public expenditure and SDG budgeting
• Support portfolio results management, monitoring, donor reporting and public-finance recruitment and procurement

• Advanced degree in Social Policy, Public Policy, Politics, Economics, Development Studies or a related field, or a bachelor’s degree with two additional years of qualifying experience
• At least seven years of relevant public-financial-management policy-advice experience with a master’s degree, or nine years with a bachelor’s degree, including three years internationally
• Experience in sustainable finance for development and public finance for the SDGs
• Experience providing policy advice and technical assistance to finance ministries and government institutions
• Fluency in written and spoken English

• Experience leading consultations with senior government officials and development partners
• Experience designing development programmes or projects and collaborating with international financial institutions
• Experience writing research reports and policy papers
• Experience with the UN, multilateral organisations or international development-finance institutions
• Experience in resource mobilisation, donor relations or partnership development
