Programme Specialist, Productive Inclusion and Social Protection

Leads UNDP Colombia’s productive-inclusion and social-protection portfolio, integrating policy advice, programme design, results monitoring, partnerships and resource mobilisation while supervising personnel and helping government partners address poverty, inequality and exclusion through rights-based approaches.

Department: Inclusive Sustainable Development Cluster

• Coordinate the productive-inclusion and social-protection portfolio
• Advise national, regional and local government on social-protection policy
• Design programmes using rights-based, gender-responsive and conflict-sensitive approaches
• Manage results frameworks, monitoring, evaluation and quality reporting
• Build partnerships and implement a portfolio resource-mobilisation strategy
• Supervise programme personnel and compliance with UNDP procedures
• Oversee risks, audits, recommendations and mandatory reporting

• Advanced degree in social or economic sciences with five years of relevant experience, or a first university degree with seven years
• Experience providing management advisory services and designing, monitoring and managing development programmes or projects
• Leadership experience in multicultural and multidisciplinary environments
• In-depth knowledge of productive inclusion, social protection and related Sustainable Development Goals
• Knowledge of poverty reduction, employment and sustainable-livelihood policies affecting vulnerable or discriminated groups
• Fluency in Spanish and English
• Colombian nationality because this National Officer post is locally recruited
