Job Description

Provides strategic policy advice, political analysis and foresight to UNICEF regional leadership in Latin America and the Caribbean. The Specialist scans emerging trends and political-economy risks, turns complex developments into actionable recommendations, and develops high-impact briefs, speeches and analyses that strengthen regional positioning, partnerships and child-centred policy influence.

Summary of Responsibilities

  • Provide strategic policy advice, political analysis and foresight to regional leadership
  • Conduct horizon scanning and political-economy analysis of emerging trends, risks and opportunities
  • Translate political, social and economic developments into actionable recommendations
  • Develop policy briefing notes, speeches, talking points and policy-analysis papers
  • Strengthen strategic positioning, partnerships, advocacy and programming with Country Offices and regional institutions
  • Coordinate knowledge sharing with Headquarters, UN partners, think tanks and regional counterparts

Role Requirements

  • Advanced university degree in political science, international relations, public policy, development studies, law or a related field
  • At least 8 years of progressively responsible experience in political analysis, governance, policy advisory, international development or a related field
  • Experience providing substantive, strategic and confidential policy advice to senior officials and management decision-making
  • Experience engaging diplomatically with internal and external stakeholders and navigating sensitive discussions
  • Experience in strategic policy foresight, cross-functional coordination and executive-level advisory support
  • Fluency in English and good working knowledge of Spanish

  • Political judgement and regional contextual awareness
  • Experience in the UN system or a comparable international organisation
  • Experience preparing policy briefs, analytical reports and high-level correspondence
  • Experience in data analytics and foresight methods
  • Experience applying discretion and confidentiality in a sensitive environment
  • Country-level experience in development, fragile settings or humanitarian contexts
