Officer, Community-Based Surveillance

Coordinate and assure the quality of community-based Ebola surveillance across affected areas of eastern DRC, strengthening Red Cross branch and volunteer capacity, validating alerts, supporting investigations and integrating community feedback into response systems.

• Train and coach branch staff and volunteers on Ebola surveillance and referrals
• Plan and monitor community-based surveillance coverage with National Society branches
• Support community engagement and awareness activities with local leaders
• Collect, verify and transmit alerts and event-based surveillance data
• Coordinate investigation and follow-up of alerts with health authorities
• Monitor network performance, data quality and geographic coverage
• Relay feedback, risk messages and community concerns across response structures
• Represent IFRC in surveillance coordination and submit regular performance reports

• University degree in public health, epidemiology, health information management or management of communicable diseases
• At least three years of national-level experience in quantitative epidemiology, public-health surveillance, outbreak investigation and humanitarian response
• Field-level humanitarian experience with a recognised health-emergency response organisation
• Experience in surveillance or health-system strengthening
• Coordination and representation experience in a cross-cultural environment
• Fluency in written and spoken English and French

• Degree in human medicine, surgery or veterinary medicine or science
• Postgraduate training in public health
• Experience implementing Integrated Disease Surveillance and Response
• Knowledge of another IFRC official language
