Responsibilities
- Map civil-protection mechanisms and prepare a stakeholder engagement plan
- Coordinate community validation of hazard maps and integrate local flood history
- Develop and deliver geomorphology and early-warning training modules
- Establish community early-warning mechanisms, procedures, thresholds and drills
- Plan field studies and technical specifications for lake-monitoring equipment
- Oversee surveys, equipment installation and integration of revised warning thresholds
- Integrate sensor feeds with duty-officer procedures and alert channels
- Deliver maintenance training and the sustainability handover package
Requirements
- Advanced university degree in disaster risk management, civil protection, geography, environmental science, civil engineering or a related discipline
- Seven years of experience in disaster risk reduction or early warning systems
- Experience designing and operating community-based early warning systems and standard operating procedures
- Experience leading community consultations, awareness campaigns and emergency drills
- Experience developing technical specifications for hydrometeorological monitoring equipment
- Training and capacity-building experience with national authorities
- Professional fluency in written and spoken Russian and Kyrgyz
