Responsibilities

  • Map civil-protection mechanisms and prepare a stakeholder engagement plan
  • Coordinate community validation of hazard maps and integrate local flood history
  • Develop and deliver geomorphology and early-warning training modules
  • Establish community early-warning mechanisms, procedures, thresholds and drills
  • Plan field studies and technical specifications for lake-monitoring equipment
  • Oversee surveys, equipment installation and integration of revised warning thresholds
  • Integrate sensor feeds with duty-officer procedures and alert channels
  • Deliver maintenance training and the sustainability handover package

Requirements

  • Advanced university degree in disaster risk management, civil protection, geography, environmental science, civil engineering or a related discipline
  • Seven years of experience in disaster risk reduction or early warning systems
  • Experience designing and operating community-based early warning systems and standard operating procedures
  • Experience leading community consultations, awareness campaigns and emergency drills
  • Experience developing technical specifications for hydrometeorological monitoring equipment
  • Training and capacity-building experience with national authorities
  • Professional fluency in written and spoken Russian and Kyrgyz
