National Consultant – Women’s Economic Empowerment Expert

Develops UN Women’s economic-empowerment portfolio in Palestine by analysing labour markets, designing gender-responsive employment programmes and finalising the SWEI country chapter. The consultant builds partnerships and investment strategies to create women’s jobs in green, care and STEM sectors.

• Analyse labour-market trends, barriers and opportunities for women's employment
• Design gender-responsive employment and economic-empowerment programme concepts
• Finalise the Palestine country chapter for the SWEI initiative
• Identify opportunities in green, care, digital and STEM-related sectors
• Advise government and private-sector stakeholders on programme options
• Develop partnerships with employers, investors and development actors
• Prepare investment and resource-mobilisation strategies
• Produce analytical reports, recommendations and results-based programme documents

• Master's degree in economics, development studies, gender studies, public policy or a related field, or a bachelor's degree with two additional years of relevant experience
• At least five years of relevant experience in women's economic empowerment, employment or private-sector development programmes
• Experience advising government or private-sector stakeholders
• Demonstrated labour-market analysis experience
• Fluency in English and Arabic

• Experience developing employment opportunities in green, care, digital or STEM sectors
• Experience with United Nations agencies or international non-governmental organisations
