Job Description

Strengthen Ukraine’s Ministry of Health capacity to coordinate international technical assistance and development partners by monitoring the assistance portfolio, preparing decision materials and supporting strategic dialogue, donor mechanisms and high-level international engagement.

Summary of Responsibilities

  • Coordinate communication with development partners and implementing agencies
  • Maintain records and monitor implementation of international technical assistance projects
  • Review project reports and prepare portfolio analysis for ministry leadership
  • Provide technical input on agreements, activity plans and procurement documentation
  • Assess alignment of international assistance with government health priorities
  • Support Health Sector Working Group meetings and donor coordination mechanisms
  • Prepare briefings and materials for high-level international events
  • Draft official correspondence, analytical reports and decision-support products

Role Requirements

  • University degree in international relations, public administration, political science, law, health policy, public health, social sciences or another relevant discipline
  • At least two years of professional experience in international cooperation, donor coordination, project management or public administration
  • Experience working with international organisations, development partners, government institutions or relevant stakeholders
  • Experience preparing analytical reports, policy briefs, presentations and official correspondence
  • Experience facilitating multi-stakeholder coordination and partnerships
  • Expert English and Ukrainian

Desired Criteria

  • PhD in a relevant discipline
  • Experience coordinating international technical assistance projects
  • Experience with Ukraine’s Ministry of Health or other government institutions
  • Experience supporting donor platforms or sector working groups
  • Experience organising high-level international meetings and events

Skills to Have

Additional info

  • On-site assignment in Kyiv with no expected travel
  • Target assignment dates are 1 September to 20 December 2026
  • Monthly payment follows satisfactory approval of technical reports and deliverables
