The consultancy facilitates programme access, resolves operational bottlenecks, develops CSR and funding opportunities, and advises country-office leadership on risks and engagement.

Responsibilities
- Manage strategic relationships with national and local authorities, civil society, academia and private-sector partners
- Develop and negotiate agreements, note verbales and partnership documents aligned with programme priorities
- Identify CSR, co-funding, in-kind support and advocacy opportunities with Libyan businesses
- Facilitate programme access and resolve administrative, political and operational bottlenecks
- Manage partner selection, documentation, due diligence, compliance and assurance follow-up
- Analyse partnership risks and opportunities and brief country-office leadership
Requirements
- Bachelor’s degree in medicine, medical sciences, public health, social sciences, business administration, international development, political science, communications or a related field
- At least two years of experience in the public sector, programme implementation or stakeholder engagement
- Fluency in written and spoken Arabic and English
- Proficiency in office software, corporate IT systems and web-based management systems
- Personal computer with the technology needed to perform the assignment

- Consultancy runs for 11 months from 1 August 2026 to 31 May 2027, with possible extension
- Based in Tripoli with travel to field locations in Libya as required
