Consultant international – Réformes, financement durable et renforcement de la chaîne d’approvisionnement

Advises UNFPA and national partners on pharmaceutical reforms, sustainable health financing and supply-chain governance in the DRC, producing strategic analysis, resource-mobilisation mechanisms and a roadmap to improve the availability and resilience of reproductive-health products.

• Analyse national pharmaceutical reforms, health-financing mechanisms and UNFPA supply-chain initiatives
• Assess financing opportunities for reproductive-health products through national and international mechanisms
• Develop a strategic roadmap for UNFPA support to pharmaceutical reforms and resource mobilisation
• Identify health priorities that mining-company community commitments could finance or co-finance
• Prepare multi-stakeholder resource-mobilisation roundtables and a provincial pre-workshop in Lualaba
• Recommend measures to strengthen supply-chain governance, regulation, financing, traceability and sustainability
• Conduct a national quantification capacity assessment for reproductive and maternal health products
• Produce strategic reports, positioning notes, financing plans and follow-up roadmaps

• Advanced degree in public health, pharmacy, health economics, supply-chain management or a related field
• At least ten years of experience strengthening health systems and supply chains
• Demonstrated expertise in pharmaceutical reforms, health-financing mechanisms and institutional strengthening
• Experience with United Nations agencies, development banks or major international donors
• Knowledge of Global Fund, GAVI, World Bank or Global Financing Facility financing mechanisms
• Experience in resource mobilisation and public-private partnerships

• The consultancy is expected to run for six months from contract signature
• The assignment includes targeted field consultations and preparation of resource-mobilisation activities in Lualaba Province
• The consultant reports to the UNFPA Representative and Deputy Representative and works with programme, operations and national partners
