National Climate Change Planning Specialist

Supports Samoa’s GCF Readiness programme by aligning climate-planning work with national processes, developing assessments and project concepts, coordinating ministries and stakeholders, and strengthening capacity for resilient agrifood and water investments.

• Analyse Samoa’s climate-change policy and regulatory frameworks for the Readiness project
• Assess private-sector engagement opportunities and climate-investment practices
• Draft concept notes and terms of reference for GCF Readiness activities and contractors
• Support co-design and visioning for agrifood-system and water project concepts
• Monitor climate-change and GCF developments and align activities with related initiatives
• Prepare implementation reports, back-to-office reports, meeting records and literature syntheses
• Coordinate with the National Designated Authority, ministries and other stakeholders
• Organize consultations and capacity-development workshops for government partners

• University degree in climate change, environmental science, agronomy, horticulture, agricultural engineering, social science or a closely related field
• At least three years of experience in climate-change adaptation, planning, policy and programmes
• Working knowledge of English
• National of Samoa

• Experience working in Samoa or the Pacific region
• Experience with international organizations and climate-change or health projects
• Knowledge of water chemistry, plant nutrition, greenhouse climate control and agribusiness modelling
• Experience with senior government stakeholders in small island developing states
