Supports PAHO’s human-resources operations in Haiti by coordinating recruitment, personnel actions, contracts and records. The technician administers policies and benefits, advises staff, supports workforce planning and emergency hiring, maintains HR data and prepares bilingual correspondence.

Responsibilities
- Coordinate recruitment and selection for staff and contingent personnel
- Process personnel actions, contracts and job requisitions in PMIS
- Administer HR policies, benefits, entitlements and personnel records
- Advise staff and candidates on employment conditions and leave
- Support workforce planning, salary surveys and performance management
- Coordinate emergency-response recruitment and onboarding
- Maintain HR databases and prepare reports, charts and documentation
- Draft HR correspondence in French and English
Requirements
- Completion of secondary school
- At least six years of administrative experience, preferably in human resources
- Knowledge of human-resources practices, policies and regulations
- Ability to use ERP systems and current office technology
- Fluency in French and Haitian Creole with working knowledge of English
- Discretion and confidentiality in handling personnel matters
