Responsibilities
- Oversee implementation of UNHCR Evaluation Policy and Strategy organization-wide
- Coordinate annual evaluation planning, budgeting and publish bi-annual workplans
- Ensure quality assurance for centralized and decentralized evaluations, including final review of reports
- Lead development of evaluation methodologies suitable for diverse operational environments
- Represent UNHCR in external inter-agency evaluation fora including UNEG and Executive Committee
- Coordinate the Annual Programme Review and lead risk assessments for the evaluation function
- Supervise the Evaluation Office team of seven staff, including two positions outposted to Panama and Kenya
Requirements
- 12 years relevant experience with undergraduate degree, or 11 years with graduate degree, or 10 years with doctorate, in Social Sciences, Economics, International Development, Public Policy or related field
- Certification in Research and Evaluation Methods is essential
- At least five years managing and conducting independent evaluations, preferably in the humanitarian sector
- Only candidates who are not nationals of the country of assignment (Switzerland) are eligible to apply
