Controller, Chief Financial Officer and Director

UNHCR seeks a Controller, Chief Financial Officer and Director of the Division of Resource Management in Geneva to lead UNHCR's global financial management framework, including budgeting, accounting, treasury, financial reporting and internal controls. The Controller reports to the Deputy High Commissioner and, on financial rules matters, directly to the High Commissioner, and also oversees global administration, facilities, travel and fleet management.

Department: Division of Resource Management

• Advise the High Commissioner and Senior Executive Team on financial, administrative and resource management strategy
• Lead global budgeting, resource allocation, financial planning, accounting, treasury and financial reporting
• Ensure preparation and certification of annual financial statements in accordance with IPSAS and UN regulations
• Lead enterprise-wide financial governance, internal control and accountability frameworks
• Oversee global treasury operations, liquidity management, banking relationships and cash forecasting
• Lead modernization of financial and administrative management through digital transformation and automation
• Represent UNHCR in inter-agency, donor and governmental forums on financial management and governance

• 18 years relevant experience with undergraduate degree, or 17 years with graduate degree, or 16 years with doctorate, in Finance, Business Administration, Accounting or related field
• At least 10 years in an international capacity at Headquarters level in functionally relevant areas
• Practical experience with IFRS and/or IPSAS at Headquarters level required, along with excellent knowledge of UN financial regulations, rules and procedures
