Leads UNICEF's independent Evaluation Office and sets the vision, standards and strategic direction for the organisation's evaluation function. The role drives organisational learning, accountability and performance improvement through global evaluation policy, quality assurance and partnerships.

Responsibilities

  • Provide intellectual and organisational leadership for UNICEF's evaluation policy and evaluation function
  • Set performance standards for methodological rigour, credibility and use across evaluation approaches
  • Report annually to the Executive Board on implementation of the evaluation policy
  • Prepare and revise the global evaluation plan with emphasis on impact, effectiveness and value-for-money assessments
  • Design, commission and manage independent corporate evaluations that meet international standards
  • Establish systems to assess evaluation performance, quality, coverage and management uptake of recommendations
  • Promote the use of evaluation results and knowledge management across UNICEF
  • Build partnerships with evaluation networks and contribute to United Nations system-wide evaluations

Requirements

  • Advanced university degree in evaluation studies, economics, research methods, development planning, international development, public administration or a closely related field
  • At least 15 years of progressively responsible experience in evaluation or research and evaluation management
  • At least 10 years in a senior position leading and managing an evaluation function or similar processes
  • Experience with rigorous evaluation methodologies including randomized controlled trials, quasi-experimental designs and mixed-method approaches
  • Track record as an evaluator or social science researcher generating policy-relevant evidence on programme effectiveness and impact
  • Demonstrated expertise in evaluation standards, norms and good practices used by UNEG, OECD/DAC, ALNAP or relevant professional networks
  • Experience leading diverse teams of evaluators at corporate and decentralised levels of a large organisation
  • Prior international-level experience

  • Fixed Term Appointment
  • Appointment term is five years, renewable once for a maximum of five years
  • The Director reports directly to the Executive Director
  • The post is barred from re-entry into the organisation after expiry of the term
  • Mobility is a condition of international professional employment with UNICEF
