Government Digital Payments Analyst

Supports Ethiopia’s ministries, central bank and national switch to scale interoperable government and health payments. The role advises on implementation frameworks, coordinates public and private actors, monitors progress and turns lessons into regional guidance for African partners.

Department: Better Than Cash Alliance

• Advise Ethiopian ministries and payment-system actors on scaling digital health and government payments
• Develop implementation frameworks, pilot approaches and monitoring arrangements for switch-based payments
• Coordinate stakeholders across finance, health, central banking and national payment infrastructure
• Monitor priority payment use cases and identify implementation issues and good practices
• Support Africa CDC partnerships, regional learning and advocacy on digital health payments
• Produce guidance, knowledge products and reports on responsible government digital payments

• Advanced degree in economics, finance, public health, information technology or a related field, or bachelor’s degree with two additional years of qualifying experience
• At least two years of relevant experience with a master’s degree or four years with a bachelor’s degree
• Experience designing, implementing or advising on digital payment systems in developing countries
• Experience supporting national government payment digitisation with public-sector and payment-system actors
• Fluency in English
