Designs and coordinates regulatory-learning programmes for PAHO's Mexico office and the EU4Health project with COFEPRIS. The consultant will establish mentoring and train-the-trainer approaches, develop educational resources and implementation plans, manage regional course delivery and learning evaluation, and document results that strengthen regulatory capacity in Mexico and Central America.

• Design, coordinate and consolidate regulatory-learning programmes
• Develop COFEPRIS's institutional regulatory-mentoring model and mentor-validation approach
• Create pedagogical resources, mentoring calendars and knowledge-transfer mechanisms
• Develop and implement regional courses and support the educational platform
• Track participation, learning evaluations and programme indicators
• Prepare an executive report on results, lessons learned, recommendations and next steps
• Coordinate with COFEPRIS, PAHO teams, Central American agencies, universities and project service providers

• Bachelor's degree in education, psychology or a related field
• Six years of national experience implementing training programmes in public or academic institutions
• Demonstrated experience designing, coordinating and implementing training programmes
• Experience managing training planning, logistics, work teams and supervision of training activities
• Knowledge and application of learning-evaluation methods and instruments
• Excellent command of Spanish and English knowledge for workplace situations

• Master's degree in psychology
• Experience in the health sector and knowledge of COFEPRIS institutional work
• Prior experience in federal health-regulation training
• Experience training technical and specialized health-sector staff
• Experience designing self-paced and in-person courses and train-the-trainer processes
• Instructional-design, human-capital-development or technical-training certifications
