Job Description

Undertakes an independent, high-level study connecting Peru's 2015–2025 foundational-learning results with education-policy implementation and public investment. The consultant will synthesise learning trends, map interventions, reconstruct budget execution and deliver evidence-based recommendations that protect priority education policies, guide resource allocation and advance equity.

Summary of Responsibilities

  • Analyse 2015–2025 trends in foundational-learning outcomes from ECE and ENLA reports
  • Map education policies, programmes, service models and pedagogical interventions implemented in Peru
  • Reconstruct public-budget allocation and execution for priority education policies and interventions
  • Assess consistency among investment, policy implementation and learning results
  • Develop strategic and cost-effective recommendations for UNICEF advocacy, resource allocation and education equity
  • Integrate quantitative analysis, policy-document reconstruction and public-investment tracking in a mixed-methods study

Role Requirements

  • At least six years of cumulative professional experience in the public sector, international organisations, research centres or academia focused on programme evaluation, education policy analysis or social research
  • Direct participation in at least four studies, consultancies or publications involving education-sector database processing and analysis
  • Demonstrated experience analysing public budgets or tracking education expenditure in Peru
  • Demonstrated experience in systematic literature review, normative-institutional analysis and public-policy reporting
  • Spanish proficiency and intermediate English knowledge

Desired Criteria

  • Master's or doctoral studies, completed or in progress, in public policy, economics, public management, education, applied statistics, international development, advanced research methods or related social-development fields

Additional Information

  • Remote consultancy of 100 days
  • All-inclusive contract; the consultant covers travel and related costs required for the service
  • Professional fees are paid by deliverable after UNICEF approval.
