Emergency Response Civil Engineer (Shelter)

The engineer assesses earthquake-damaged buildings and displacement sites, designs safe shelter and rehabilitation solutions, supervises construction quality, and supplies technical evidence for humanitarian coordination, risk reduction and early recovery decisions.

• Inspect damaged homes, public buildings and community facilities and classify structural safety
• Design temporary and transitional shelters suited to local climatic, cultural and construction conditions
• Prepare technical specifications, bills of quantities, cost estimates and rehabilitation recommendations
• Supervise contractors and community crews and verify construction materials, processes and progress
• Assess displacement sites and improve drainage, access, circulation and hazard mitigation
• Train local workers and affected households in safe construction, maintenance and basic repairs
• Coordinate with authorities, Shelter and CCCM actors and provide technical evidence for decisions
• Maintain damage databases, risk maps and monitoring reports for shelter and early recovery

• Bachelor's degree in Civil Engineering with three years of relevant experience, or high school diploma with five years of relevant experience in civil works, construction supervision, rehabilitation or disaster response
• Relevant civil engineering, construction management, infrastructure rehabilitation or civil works supervision experience
• Experience conducting structural and post-disaster damage assessments and technical inspections
• Experience preparing technical specifications, bills of quantities, estimates and construction monitoring reports
• Experience supervising contractors, skilled labour and community construction activities
• Fluency in spoken and written Spanish

• Initial appointment runs until 31 December 2026
