Overview
The home-based consultant helps Ghana prevent illegal trade in HCFCs and other ozone-depleting substances by planning and delivering five gender-responsive customs workshops, teaching refrigerant-identifier use, updating practical materials, coordinating enforcement partners and reporting results.

Responsibilities
- Prepare a detailed work plan for five customs-training workshops
- Train customs officer trainers at Ghanaian ports of entry to use refrigerant identifiers
- Develop and update presentations, case studies, procedures and demonstration modules
- Coordinate the National Ozone Unit, customs authorities and enforcement agencies
- Organise participant mobilisation and workshop logistics
- Track gender-disaggregated participation and analyse pre-training and post-training evaluations
- Report workshop progress, findings, challenges and recommendations
- Produce a final report on results, lessons and future enforcement priorities
Requirements
- Master's degree in engineering, environmental science or a related field, or first university degree with two additional years of qualifying experience
- At least five years of progressively responsible experience in environmental management, customs enforcement, engineering, environmental science or a related field
- Practical experience in customs capacity building, environmental enforcement, border-control procedures or related compliance initiatives
- Technical knowledge of ozone-depleting substances, HCFC trade controls and refrigerant-identification technologies
- Fluency in oral and written English
