The coordinator will lead the academic-strengthening work package for ITSE’s specialised external management team in Panama. The role plans and oversees curriculum, teacher-development and innovation activities; prepares technical specifications and procurement inputs; and monitors contract delivery, institutional capacity-building and coordination with ITSE, UNDP and UNESCO partners.

Summary of Responsibilities
- Plan and conceptualise academic-strengthening activities throughout the work package lifecycle
- Prepare terms of reference and technical specifications for work-package procurement
- Support ITSE and the UNDP-ITSE project coordination unit during tendering and bid evaluation
- Administer, technically supervise and monitor resulting contracts to ensure timely, high-quality deliverables
- Design and implement staff-capacity plans with the specialised management team and ITSE priority-setting process
- Conduct continuing planning and monitoring exercises and implement adjustments to technical and administrative preparation processes
- Coordinate with the project unit, UNESCO San José, ITSE personnel and other specialised management team members
- Prepare reports and presentations for meetings with the specialised management team, project unit, UNESCO and other key actors
Role Requirements
- Bachelor's degree in education sciences, economics, social sciences or a related service field
- Specialisation or diplomas in at least two stated areas including curriculum design, educational innovation, learning assessment, educational quality, teacher training, competency-based education, inclusive education, educational technology, monitoring and evaluation, or technical education
- At least five years of experience in higher, technical higher or technical education institutions coordinating, supervising, designing, planning, implementing and evaluating educational projects
- Native Spanish or demonstrable advanced Spanish
- Intermediate spoken and written English
Desired Criteria
- Master's degree or doctorate with specialisation in higher technical education, curriculum development or university teacher training
- At least 10 years of educational-project experience
- Experience in projects financed by multilateral banks
- Experience implementing quality-management systems under ISO standards or international accreditation models
- Publications or conference presentations on educational innovation or technical education
- Advanced spoken and written English
