UNICEF seeks a remote consultant in Bogotá to design, strengthen and document Colombia's early childhood education quality-improvement strategy. The consultant will support strategy implementation aligned with curriculum references, early literacy and universal learning design; work with education authorities; and transfer early-childhood policy and pedagogical guidance to teachers and educators.

• Design an early childhood education quality-improvement strategy
• Support implementation and documentation of the strategy
• Align the strategy with national technical references and curriculum bases
• Incorporate early literacy, universal learning design and essential learning developments
• Work with national and local education authorities in Colombia
• Transfer policy and pedagogical guidance to education officials, teachers and early childhood educators

• Degree in social and human sciences or education sciences
• 15 years of experience in early childhood education programmes
• Experience developing early-childhood policies, programmes or strategies in Colombia
• Experience with national or local governments in Colombia
• Fluent Spanish

• Experience with Instituto Colombiano de Bienestar Familiar service modalities
• Experience designing child-development measurement instruments
