Overview
Develops inclusive, climate-resilient sanitation plans for cities in Lao PDR and Nepal. The consultant leads baseline and institutional assessments, engages communities and public authorities, designs financing and capacity measures, and converts the evidence into validated implementation plans.

Responsibilities
- Prepare an inception report, work plan, stakeholder map and data-collection tools
- Assess sanitation services, infrastructure, institutions and financial flows across the service chain
- Engage governments, utilities, regulators, civil society and vulnerable communities
- Assess climate risks and propose resilient and equitable sanitation measures
- Develop performance indicators, data systems and sustainable financing strategies
- Draft, validate and finalize city-wide inclusive sanitation plans
Requirements
- Advanced degree in engineering, urban development, public health, WASH or a related field, or a first degree with two additional years of experience
- Five years of international-cooperation experience related to urban water and sanitation
- Experience in data management, baseline assessment, stakeholder engagement and capacity building
- Experience conducting research and drafting reports
- Fluency in written and oral English
