Programme Analyst (Technical Projects)

Support the Periferia Viva project in Santo André with technical analysis, coordination and project management for informal-settlement upgrading. The consultant reviews engineering and architecture documents, develops design guidance, manages partners, tracks risks and reports on implementation quality.

Department: Brazil Office

• Advise on technical activities and integrate physical, legal and social aspects into the action plan
• Support municipal actions and analyse resettlement projects and terms of reference
• Coordinate implementation of the project work programme
• Maintain communication with government, civil society, universities and private-sector partners
• Review engineering and architecture documents for technical quality and community accessibility
• Develop architectural and engineering design guidance informed by community input
• Identify project risks and recommend mitigation measures
• Document consultations and prepare internal and partner reports

• Bachelor’s degree in architecture and urbanism, civil engineering or a related field
• Postgraduate degree in civil engineering, architecture and urbanism, urban planning, territorial planning and management or a related field, or four additional years of relevant experience
• At least seven years of experience with interventions in peripheral territories in Brazil, including informal-settlement upgrading
• Computer skills in Windows, Microsoft Office, Outlook, Microsoft Teams and web search engines
• Ability to use technological tools, software and online platforms
• Fluency in Portuguese
• Brazilian nationality or a permanent visa for Brazil

• The consultancy lasts three months with possible extension
• In-country travel may be required
• The consultant is paid monthly after approval of activity reports
