Job Description

ITU seeks senior consultants to assist member states in formulating and implementing National Cybersecurity Strategies (NCS), including strategic assessment, policy review, stakeholder engagement and risk mapping. Consultants support drafting, validation and capacity building for country-level cybersecurity strategy development.

Summary of Responsibilities

  • Conduct strategic assessment of national cybersecurity posture
  • Review policy and legal landscape related to cybersecurity
  • Engage stakeholders across government, private sector, academia and civil society
  • Map critical information infrastructure and assess cyber risks
  • Support drafting of National Cybersecurity Strategy and action plan
  • Lead validation workshops and deliver capacity building training

Role Requirements

  • Advanced university degree in cybersecurity, information security, computer science, public policy or related field
  • At least 7 years of progressively responsible experience in cybersecurity strategy development, cyber policy advisory or national CSIRT/CIRT establishment, including at least 3 at the international level
  • Advanced English required

Desired Criteria

  • Professional certifications (CISM, CISSP, ISO 27001) an asset
  • Knowledge of another official Union language an advantage

  • Daily fee USD 280 to 450 depending on experience and complexity
  • Open duration contract
