Job Description

Provides climate-adaptation and disaster-risk-reduction policy support for UNDP in Kazakhstan, analysing regulatory frameworks, developing strategies and institutional procedures, coordinating stakeholders and capacity building, and strengthening evidence, knowledge and planning for resilient development.

Summary of Responsibilities

  • Provide climate and disaster-risk-reduction policy advice for adaptation planning
  • Analyse policies, frameworks and regulations to identify gaps and barriers
  • Develop adaptation and disaster-risk-reduction strategies, action plans and policy recommendations
  • Establish mechanisms to monitor and evaluate adaptation-policy effectiveness
  • Analyse financial mechanisms and funding opportunities for climate adaptation
  • Coordinate government, civil-society and community stakeholders on policy implementation
  • Design and deliver capacity-building activities on climate and disaster-risk-reduction policy
  • Prepare policy briefs, technical reports and knowledge products for project partners

Role Requirements

  • Master’s degree in international relations, civil protection, legal studies, environmental policy, climate studies, disaster risk reduction, emergency management, safety engineering, economic science or a related field, or a bachelor’s degree with two additional years of qualifying experience
  • At least 2 years of relevant professional experience with a bachelor’s degree in disaster risk reduction, international development, analysis or related roles
  • Fluency in English
  • Fluency in Kazakh or Russian

Desired Criteria

  • Experience with office software and web-based management systems
  • Experience developing disaster-risk-reduction policy and capacity building
  • Experience developing climate-change adaptation strategies and integrating them into policies
  • Experience with legal frameworks, regulations and international agreements on disaster risk reduction or climate adaptation
  • Experience coordinating national or regional disaster-risk-reduction policy documents
  • Experience liaising with government representatives, donors and other stakeholders in disaster-risk-reduction settings
