Programme Specialist

Leads IOC's global capacity-development and ocean-literacy programme, helping Member States build knowledge, skills and institutions across ocean science and policy. The role sets strategy, coordinates training networks, manages projects and teams, mobilises resources and builds international partnerships.

Department: Intergovernmental Oceanographic Commission

• Lead strategy, operations and delivery for IOC capacity development and ocean literacy
• Coordinate OceanTeacher academies, regional subcommissions and international programme partners
• Build and maintain relationships with Member States, research institutions, civil society and philanthropy
• Manage projects, budgets, personnel, contractors and extrabudgetary proposals
• Develop a coherent external narrative and coordination mechanisms across IOC programmes
• Lead steering, advisory and expert groups and report results to IOC governing bodies
• Scan emerging needs and adapt programmes for scalable and efficient delivery

• Advanced university degree in an ocean-related field or education
• At least seven years of progressively responsible experience in marine education, capacity development or ocean literacy
• Experience designing, implementing, managing and evaluating international multidisciplinary programmes or projects
• Experience building partnerships and mobilising resources with governments and institutions
• Experience leading, supervising and coordinating teams
• Excellent written and spoken English
