The analyst delivers transparent, best-value procurement for UNDP's Samoa Multi-Country Office by planning tenders, managing suppliers and contracts, enforcing controls, supporting joint UN purchasing and building staff capability across programmes and operations.

Responsibilities

  • Implement procurement strategies, controls and compliant client-oriented processes
  • Develop sourcing, supplier-selection, quality and performance-management approaches
  • Consolidate procurement plans and monitor delivery across the office and projects
  • Run RFQ, ITB and RFP processes, evaluate offers and negotiate contract conditions
  • Prepare and monitor purchase orders, corrective actions and cost-recovery bills
  • Manage supplier rosters and long-term agreements and review committee submissions
  • Support joint UN procurement and harmonised services under the Business Operations Strategy
  • Train staff and clients and share procurement lessons and best practices

Requirements

  • Master's degree in business administration, supply-chain management, procurement or a related field, or bachelor's degree with two additional years of qualifying experience
  • At least two years with a master's degree or four years with a bachelor's degree in relevant project management within development or the public sector
  • Experience acquiring goods, services and works from external suppliers
  • Experience with purchase-to-pay cycles, supplier management and contract management
  • Ability to research markets, evaluate suppliers and deliver services to defined standards
  • Fluency in English
