National Information Technology/Systems Integration Expert

Integrates live sensor feeds from high-risk glacial lakes into Kyrgyzstan’s monitoring platform, configuring resilient data pipelines and automated alerts, commissioning the system and training emergency-management staff to administer, maintain and recover the infrastructure.

Department: OSCE Programme Office in Bishkek

• Assess system architecture, telemetry and infrastructure integration requirements
• Configure telemetry endpoints, data-ingestion pipelines and database schemas
• Integrate live sensor feeds into the glacial lake monitoring interface
• Define redundancy, backup and disaster-recovery protocols
• Configure lake-specific thresholds and multi-channel automated alerts
• Conduct user acceptance testing with emergency-management duty officers
• Train technical staff in equipment maintenance, data interpretation and system administration
• Commission, document and hand over the integrated monitoring and alert system

• Bachelor’s degree or higher in information technology, computer science, software engineering, telecommunications or a closely related discipline
• At least five years of professional experience in IT systems integration
• Experience with real-time data acquisition systems using SCADA, IoT or telemetry
• Experience with database systems, data-ingestion APIs and dashboard solutions
• Working knowledge of SMS, email and web-dashboard alert technologies
• Familiarity with cybersecurity, backup, redundancy and disaster recovery
• Training and capacity-building experience
• Professional fluency in Russian and Kyrgyz
