Full-Stack IT National Expert (Green Digital Platform Developer)

Designs, develops and deploys Uzbekistan’s public green-information platform and environmental assessment subdomain, delivering secure multilingual interfaces, government integrations, infrastructure configuration, testing, documentation and training that expand access for women, youth and the wider public.

Department: OSCE Project Co-ordinator in Uzbekistan

• Review technical specifications and prepare the platform architecture, implementation plan and UI/UX design
• Develop the frontend, backend, database, administrative interfaces and environmental-assessment subdomain
• Configure authentication, user management, databases, APIs and government-service integrations
• Implement cybersecurity, backup, performance and data-protection controls
• Test the platform, resolve defects and support user acceptance and national security audits
• Deploy the platform on beneficiary infrastructure and support transition to production
• Prepare Russian-language documentation and manuals, train users and transfer source code and deployment materials

• Bachelor’s degree or higher in computer science, software engineering, information systems, information technology or a related field
• At least five years of hands-on full-stack web-development and enterprise-platform deployment experience
• Development proficiency with Python and Django or Go
• Frontend proficiency with React, Next.js or Vue.js 3
• Experience managing PostgreSQL 15, OpenSearch and MinIO in Proxmox VE and Docker environments
• Familiarity with Uzbek information-security standards and government IT security audits
• Proficiency in Uzbek and Russian with adequate English for international technical documentation
