Overview

The consultant leads development of Iraq’s National Policy for Adolescent Development, combining legal and policy review, social analysis, consultations and implementation planning to create an evidence-based framework for coordinated government action and investment.

Responsibilities

  • Review adolescent-related legislation, strategies, policies and social determinants
  • Conduct policy-gap analysis and prepare the National Policy for Adolescent Development
  • Design implementation arrangements, governance mechanisms, monitoring framework and roadmap
  • Consult government entities, UN agencies, academia and civil society
  • Facilitate technical and validation workshops and revise drafts from stakeholder feedback
  • Present final policy documents, reports and recommendations to the Ministry of Planning and UNFPA

Requirements

  • Advanced university degree in social policy, sociology, public policy, human development, development studies or a related discipline
  • At least 5 years of experience in policy development
  • Experience preparing national strategies and working on adolescent development
  • Fluency in English and Arabic
  • National consultant eligibility in Iraq
