Leads independent mid-term reviews of two GEF biodiversity and land-management projects in North Macedonia and Albania. The consultant designs the review framework, interviews stakeholders, analyzes performance through a theory-of-change lens, and delivers evidence-based reports to guide the projects’ remaining implementation.

Responsibilities
- Conduct desk research and introductory interviews for both project reviews
- Develop the review framework, stakeholder map, interview matrix and schedule
- Collect and analyze evidence from implementing agencies, partners and stakeholders
- Prepare inception and draft mid-term review reports
- Address review comments and finalize approved reports and response annexes
- Maintain an independent and participatory relationship with stakeholders
Requirements
- Advanced degree in environmental sciences, international development, political science, social science or a related field, or a first degree with two additional years of experience
- Seven years of technical or evaluation experience
- Experience managing natural-resource projects involving biodiversity, land or protected-area management
- International work experience, including with UNEP or GEF
- Fluency in English
