Job Description

Lead technical preparation of Viet Nam’s 2026 UNCT-SWAP Gender Equality Scorecard, consolidating evidence across 15 indicators, facilitating consensus-based ratings and producing a quality-assured comprehensive report and GEAP-aligned action plan for submission.

Summary of Responsibilities

  • Develop the inception methodology, roadmap, workplan and evidence templates
  • Guide the Inter-Agency Assessment Team in evidence collection and gap analysis
  • Analyse organisational-culture survey findings and gender-parity evidence
  • Facilitate indicator-rating validation and action-planning discussions
  • Draft and consolidate the comprehensive report and GEAP-aligned action plan
  • Prepare upload-ready platform entries and support designated focal points
  • Address regional and global quality-assurance comments and finalise the submission
  • Prepare a handover note covering priority follow-up actions for 2027

Role Requirements

  • Advanced university degree in a relevant field, or first-level university degree with additional relevant experience
  • At least 10 years of international experience in gender equality, UN coordination, results-based management, monitoring and evaluation or institutional accountability
  • At least three years of experience with UNCT-SWAP, UN-SWAP, gender audits, gender equality seals or similar accountability frameworks
  • Experience supporting UNSDCF, Common Country Analysis, Joint Work Plans, UN INFO, Gender Equality Marker or UN results reporting
  • Experience facilitating inter-agency consultations or participatory assessments
  • Fluency in written and spoken English

Desired Criteria

  • Experience with GEAP, gender parity, organisational-culture surveys, gender-responsive financing or UN system-wide accountability processes
  • Experience in Asia and the Pacific or Viet Nam
  • Previous work with UN Women, RCO, DCO or UNCT coordination mechanisms
