The consultant will help Lao PDR translate its Demographic Dividend Roadmap into a bottom-up, activity-based costed action plan by guiding sector ministries, reconciling costs with fiscal constraints, identifying funding gaps and packaging investment cases for policy and resource mobilisation.

Responsibilities
- Define the activity-based costing methodology and protocols for proxy and reference costs
- Lead ministry workshops to itemise and validate inputs across five demographic-dividend pillars
- Consolidate sector inputs into a time-phased financial model and identify programme funding gaps
- Reconcile roadmap costs with the national financing strategy and human-capital budget envelope
- Map costing codes for integration with the government financial management and monitoring systems
- Prepare investment briefs and a revenue-packaging pipeline using return-on-investment evidence
- Coach finance officials and line-ministry focal points in expenditure tracking and costing
Requirements
- Advanced university degree in development economics, health economics, public finance, social policy, statistics or a closely related field
- At least seven years of progressive experience in programme costing, medium-term expenditure frameworks, public financial management or activity-based planning
- Demonstrated experience working with ministries of finance, national statistics offices or central planning authorities
- Proven experience facilitating multisectoral capacity-development workshops
- High-level spoken and written English
