The ICT Specialist supports UNOPS’ EU for Property Rights project in Albania by analysing cadastral processes and translating stakeholder needs into ICT requirements. The home-based Tirana assignment supports digital land administration, testing, process improvement and EU-aligned solutions.

Summary of Responsibilities
- Analyse ICT-enabled business processes and service delivery within the State Cadastre Agency
- Facilitate consultations and workshops to elicit and validate requirements
- Translate business needs into functional and non-functional requirements
- Prepare business requirements documents, specifications, process maps and workflow diagrams
- Design target processes aligned with digital transformation objectives and EU practice
- Support gap analysis, testing and user acceptance testing
- Monitor implementation traceability between requirements, deliverables and outcomes
- Analyse ICT service-delivery and system-performance indicators
- Support procurement specifications, change management and knowledge sharing
Role Requirements
- Bachelor degree in computer science, information systems or a related field with seven years of relevant experience, or a master degree with five years
- At least five years of progressively responsible experience in ICT business analysis and complex information-system implementation
- Experience in business process mapping, requirements elicitation and functional specifications
- Experience improving business processes and translating business needs into system requirements in large-scale or multi-stakeholder environments
- Fluent English and Albanian
Desired Criteria
- Business Analysis certification such as CBAP or CCBA
- Experience with land administration systems or cadastral data
- Experience working with or within international organisations
